Did you so fresh install of the SS stuff or copy and paste it from your last?

I freshly installed them. It is actually far beyond just SS products now. This is such a weird and obscure issue. After the clean install, I ran the game with zero mods on highest settings and lowest settings to see if it was settings related and both times it froze.

Oh boy, this is a tough one. It sounds like some obscure one of these dlls or something causing the problem. I hope someone more geek oriented can jump in here and help out.

If you delete all of SS items, manually delete all SS folders for the content will the game run? If so try installing content one at a time until you find what is the offending installation. Do you have a backup prior to when the issue started, try running Railworks64.exe from that folder? Try uninstalling any Windows updates back to when things were good. If you have backup and restore in Windows enabled you might try that.

I would try again with a fresh clean install
- Unsubscribe from all workshop items.
- Uncheck all DLC in the Steam client.
- Rename your Railworks folder to a different name.
- Reinstall the game from the Steam client. Run the "verify local files" tool.

You will end up with a fresh basic install of TS2020 in Steam, and your old copy in a different folder.
Try the game, see if the problem is gone.

Then gradually reactivate your official DLC, testing often.
Then gradually reinstall your 3rd-party content, testing after each. Start with the suspects, such as SS stuff. It could be that your rig has a problem with "heavy" assets, such as the SS engines which have a high polygon count and hi-res textures.
Instead of reinstalling, you can just copy folders from your old install.
Then gradually start subscribing to workshop items you really need.

Thanks everyone for the suggestions. I will give them a try when I get time to. I want to clarify the problem a bit. So I first noticed it driving the SS NS SD40 on Adriana County. I tested the same scenario with DTG locos and it worked. Since then, I have not been able to run any SS product. Recently I got the Konstanz-Villingen route and the Hi-Line. On Konstanz, I have run two of the scenarios and have experienced the same issue. Specifically in the Containers to Singen scenario, the game freezes once I get to between 0.3 and 0.7 kmh. On the Hi-Line, I have experienced the freeze once. It has not been consistent on this route, but I have seen it here. One other route I have run regularly since the problem started has been Bessemer. Maybe it is because I have been running it with the Hudsons and the default locomotives, but I have not had a problem with it. Strange circumstances for a strange issue. None of my other games have been affected by this issue, it has strictly been TS.

Sounds like maybe your Lua database has been corrupted and it's interfering with the operations of locomotives that run something more advanced?

Do you have a separate installation of Lua anywhere on your computer for some reason?

As far as I know I do not. How would I go about fixing this?

So at long last, I have been able to find a fix to this issue after FIVE months. I figured I'd bring it to everyone's attention so if anyone else has the issue, you can point them here. It is probably the most obscure problem I have ever seen with a game. I use bluetooth headphones when playing games and apparently the sound engine for TS does not like bluetooth. So I plugged them into my computer and used the build in speakers multiple times while using the routes and locomotives that were giving me problems and each one worked. Long story short, don't use bluetooth headphones when playing TS. I want to thank everyone who tried helping me and putting up with the endless confusion.

This was noted on the Steam forums to only use onboard sound because of this issue. Sorry I did not realize that you were using USB headphones I could have given you this information sooner.
