So does this mean you would have to un-subscribe to ones that are already loaded into the scenario list?

No. Only if you decide you don't want them and remove them from your TS2014. You can then go and unsubscribe them on steam.
I usually do that when I don't want a scenario or 2. First I unsubscribe them on steam, then I go into "build/scenario editor" and delete them from the route they are in. For the most part I just keep them all. You never know when you might want to try them again. I rate them and keep a list so I know which ones I really liked.
Since I don't have the TALENT to make scenarios, I rely on the people who can, for the great work they do and just keep downloading the ones I think I would like, to fill up my library. Since RSC only issues "Career" scenarios with their new stuff the workshop is the only place to get "Standard" scenarios.
Thank goodness for the workshop scenario makers!!!!!!!

The other method is (similar to above)
In the interim if you want to play a particular scenario - go to the Community workshop ie "Browse the Workshop" - Choose "subscribed" items and all the scenarios/routes you have subscribed to are there - click the picture of the scenario you want to play - unsubscribe then re-subscribe repeat ad nauseum
Open TS2014 and the scenario(s) that you resubscribe to will be in your collection.
It also works with items you have not subscribed to by selecting as above subscribe - unsubscribe - subscribe.
Its tedious but it does mean you can play a particular scenario.
Lets hope they fix it!
