North east corridor missing textures

Hello! This is my first post here but unfortunately, This is a bug post. I would post it under the NEC bug thread but no one seems to even go there anymore.
My problem is I have just downloaded the NEC route and the Acela express, and I have a TON of missing texture. At the NYC Penn station there are no platforms, no floor, and no roof textures. I have floating billboards and signal lights. Just in general there are a ton of missing textures and I have no idea why. My theory is I don't have the required asset pack, but I have no idea where to get one. There is an asset pack on steam for $20, But I shouldn't have to buy an asset pack for a $40 dollar route that should have everything in it already. I don't know if anyone else has this problem but it shouldn't be happening. I hope to have an answer soon.

First off,

Now, what is your in game graphics detail level set at? Should be 10. Click on Settings (upper right corner of the TS2014 menu screen) Graphics> Custom. Now you should see the detail level.

Failing that, try the "verify local cache files" function in Steam. You may be missing some files.
