EMD SD7 (CR, PRR, CBQ) Dynamic Brakes Patch

Hi,

Fellow train simmer Noah Woods brought a bug on the CR, PRR and CBQ SD7/9 engines to my attention, all of those units were missing their dynamic brake controls in the engine blueprints.

A small patch file (RWP format) for the bugged engines is now available on their respective download pages.
