Editing RW Scenery Characters

I would like to edit some of the characters (people) in RW. Has anyone seen a tutorial on this subject? I searched the wiki with no success.

I would like to edit some of the characters .....

As in repaint ? or something else ?

Repaint is somewhat more complicated than a railcar particularly if you plan on editing facial features
