How Can I Edit a vegetation .PgTcDx file?

I think I've figured out why one of my shrubs with a _wi entry won't show in winter, but I can only use RW_Tools to look at the .PgTcDx file's contents not make any changes.
The save changes button in RW_Tools is greyed out when I try to save a new entry.
So the question is, how do you guys edit the contents of those folders?

I should also add, that using RW_Tools I found nothing in that Embankment2_wi file but a white square for an image. !*don-know!*

It all makes me wonder if I should try to set it up to use the _au texture in winter. At least the embankment bushes would look a little shriveled.

There should be an option in RWTools when viewing the texture file to save (or export) as DDS. You can then go into Photoshop edit the DDS file, save with the settings noted at export in RWTools - and lastly - use RWTools to convert the DDS back to the compressed texture.

And yes ... embankment bushes are a bit sparse in winter.

Sparse is an understatement. Mine disappear entirely.
I noticed two things.
One was that the size of the other seasonal textures for the same bushes was 1024 X 1024, while the _wi texture's height and width was 64 X 64. That in of itself seemed wrong to me.
Another height and width number was 64 X 64 for the normal and _au texture while the winter one was 32 X 32.

There didn't seem to be an actual image for the winter texture anyways. Just a white square. !*don-know!*
The other seasons had a grid like texture, but I quickly saw the button to click on to make those appear in a viewable form.
