Isn't this engine a payware DLC?

Yes, it is. Maybe he meant default livery, not a reskin.

Default is something that comes with the game, or is put in the game latter like the newer F-Unit or like the German BR-52. If it's a payware, or a repaint of a payware item it's not default because you can't just open it and use it without first having to get the payware item.

Hope this defines the definition of default.

As far as I noticed in official RSC.com terminology, "default" is also known as the basic pattern/version of an asset, which may co-exist with other (modified) versions/liveries of same (default) asset, according to the folders' names of the assets.

There are many folders assets named "default" (indicating which is considered the default asset version) both in built-in game's assets and DLC (payware or freeware) assets.
