I've always had trouble with DTM lights eating my frames, mainly the class lights or platform lights. Might have something to do with shadows and or the glow showing up on surfaces. Shadows are often a big killer of frames regardless of the game. Surprisingly I had not issue with the RF-16 lights.

Do you have lens flares enabled? Turning off lens flares may increase the FPS a bit, I had a huge FPS drop because of the lights of the static trains in yards.
