I don't think they'd have stopped in the whole month and a bit after announcement...

I think someone from Oovee made a trip to the US (if I remember reading it on their facebook page) shortly before the Class 150/2 was released. Probably to get reference photos of this baby (among other things):

What is great about this The U25 had the longer short hood and it would look great painted up as a P&LE U28B. The P&LE were the only railroad that had U28B's with the longer short hood.

From their Facebook on 2/13...

As of recent, Oovee has been rather muted as regards to the development of future RailWorks add-ons. Whilst many people have speculated on community forums that other projects have taken a higher priority, this is actually not far from the truth but there is a logical reason behind it.

The launch of Spintires has taken a lot of resources from the company without question, but this is only part of the company portfolio growth that we had originally planned during initial founding of Oovee. Same applies for the recent launch of our first Flight Simulator add-on.

RailWorks customers are continuously requesting that our original products are updated with the new features that RailWorks 3 has to offer and coupled with our original commitments to provide product updates, take’s considerable time and money to reinvest on such a dynamic platform.

It is therefore the reason that I have decided that Oovee will not be committing to any future RailWorks products UNTIL original products, worthy of updating, are updated and provided to the end-user.

After this, we will then continue with the development of the U25B locomotive for the US market. Products aimed towards the UK market are subject to change due to the recent demise of the National Express East Anglia franchise and our connections with them.

Perhaps someone would like to try modeling it in the quilting group we started?

The more that I read about this gal the more I think I should take this on. I really wanted to make a six axle, and I know there was a U25C (which I can't find drawings for yet). I will start work on her and see what happens.
